FED:Big benefits from treating deafness early
A new study has found the costs of early intervention for deaf children are outweighed
nearly twofold by the lifelong social benefits they get from being able to hear.
The First Voice report says the benefits include less disability, lower school costs
from being able to attend mainstream schools, a higher likelihood of a job and a higher
income.
It shows costs over 50 years were 203 thousand dollars, nearly all of it incurred in
a child's first five years, while the benefits came in at close to 383 thousand dollars.
One little girl who'll gain from early intervention is five-month-old ISABEL CAIRNS,
the daughter of former New Zealand test cricketer CHRIS CAIRNS and his wife MELANIE.
Speaking in Canberra, Mrs CAIRNS said their terror had turned to hope when they found
their baby could benefit from cochlear implants like her granddad - and she'll get them
next month.

every effort's being made made to ensure it won't become environmentally hazardous.
The rescue operation could prove to be a major drama .. whether it's lifted by crane

FED:Sperm and egg donors may be tracked
CANBERRA, Feb 10 AAP - Australians conceived through sperm or egg donations could be
allowed to track their donors through a national registry if the government adopts new
recommendations on the issue.
Under the proposed changes, they would be given greater rights, while donors would
be made to adhere to stricter limits on the number of donations they make.
Estimates suggest there are at least 60,000 people in Australia who have been conceived
through donor practices, yet the area is one that has been largely ignored.
Labor senator Trish Crossin said governments had glossed over the issue for decades,
resulting in the "quite appalling" lack of legislation in half of Australia's eight jurisdictions.
Tasmania, Queensland and the two territories have no laws at all regarding donor conception
practices.
A Senate committee on Thursday handed down 32 recommendations, chief among them a proposal
to introduce a national registry - a go-to spot for all donor information.
Donor-conceived people would then be able to identify their donor once they reached
18 years of age.
Donors would not be able to identify their offspring - unless the children gave their consent.
Siblings would also need to give their approval to be identified to their half-brothers
or sisters.
Senator Crossin said the feelings and the legal rights of this special group of Australians
had long been neglected.
"What we found was just this huge gigantic jigsaw puzzle that really, when you put
the pieces together, they did not match," Senator Crossin told the upper house.
"There was no legal basis, there is no protection, there is limited access to information
and there is very limited rights for these people."
Committee chair Guy Barnett paid thanks to all those who had contributed to the committee's
hearings, many of them emotional testimonies from those who were donor conceived.
Some spoke of pain and confusion after being told, and the frustration at not knowing
who their parent or potential siblings might be.
The committee unanimously agreed that donors should be limited in the number of families
they could assist, but stopped short of saying how many.
One women spoke of her daughter being one of 20 offspring.
The government was urged to implement nationally consistent laws to remove inadequacies
between state borders as well as making counselling mandatory for all parties.
The committee stuck by bans on payments for sperm or embryos but backed the continued
reimbursement of "reasonable expenses".

Fed: ABARE cuts 2007-08 export growth forecast to one per cent
By Colin Brinsden, Economics Correspondent
CANBERRA, Dec 6 AAP - A strong dollar, drought and falling metal prices are expected
to put a dent in Australia's exports although earnings will top $140 billion this financial
year.
The federal government's commodity research agency, which had predicted annual growth
of four per cent growth in September, says its latest earnings forecast represents a one
per cent increase on 2006-07 exports.
The Australian Bureau of Agricultural and Resource Economics (ABARE), in its December
issue of Australian Commodities, says the benefit from huge investments by the mining
industry is starting to come through.
But farm export-earnings have been adversely affected mainly by a drought-reduced winter
grains crop.
"Farm export earnings are forecast to decline by more than three per cent to $26.8
billion in 2007-08 because of poor seasonal conditions in many parts of Australia," ABARE
executive director Phillip Glyde said.
Export earnings from grains are forecast to decline by 14 per cent, mainly because
of substantially-reduced carry-over stocks from the previous year, meaning shipped volumes
will be well down.
"While much of the commodity focus has recently been on the lack of rain and its effect
on both irrigated and non-irrigated agriculture, mineral resources will continue to be
far and away the mainstay of Australia's commodity export performance," Mr Glyde said.
Mr Glyde said benefits from high levels of investment in the mining industry were apparent
with the volume of mineral-resources production and exports increasing.
Mineral and energy exports are forecast to be about $110 billion in 2007-08, an increase
of two per cent compared to 2006-07.
ABARE said its mineral-energy exports forecasts were slightly less that it predicted
in September because of the negative effect on earnings of the Australian dollar and some
weakening in metals prices.
But earnings from energy exports are forecast to jump by seven per cent to $42 billion,
supported by an increase in the value of thermal coal, LNG, uranium, crude oil and related
petroleum products exports.
Metals and other minerals are forecast to contribute nearly $68 billion in 2007-08,
a decline of more than one per cent from the previous year.
"The fall reflects the effects of lower prices for a number of metals and an assumed
higher Australian dollar," he said.
In a separate article, ABARE says the booming Indian economy will provide further opportunities
for local exporters.
India already is one of Australia's export countries, growing 37 per cent to $10.1
billion in 2006-07, having averaged 34 per cent growth in the previous five years.
India is Australia's fourth-largest export market behind the United States, Japan and
China and takes about six per cent of Australia's total exports.
"India's large population, geographic proximity and potential for strong income growth
make it an increasingly important market for Australian exports," ABARE said.
"Australia's commodity exports to India have increased rapidly in recent years, and
there will be further opportunities as India's economic expansion continues."
India's economy is one of the fastest-growing in the world, averaging 8.0 per cent
growth since the early 2000s, up from 6.0 per cent in the 1990s.
Australian exports of minerals and energy commodities to India were about $8.8 billion
in 2006-07, with gold now the major export, overtaking coal in recent years.
Agriculture exports are relatively low at about $0.8 billion.
"The actual pace of export expansion will, however, depend on the progress of India's
economic policy reforms, including those relating to protective trade practices," ABARE
said.

Fed: Rudd says Labor will back him on uranium
By Sandra O'Malley
CANBERRA, April 23 AAP - Labor leader Kevin Rudd is confident the party's rank and
file will back his plan to change the party's 25-year-old uranium mining policy.
And while party powerbrokers believe he will succeed, they warn that failure to overturn
the uranium ban would be fatal to his leadership and the party's electoral chances.
Mr Rudd will ask the party to overturn a 25-year ban on new uranium mines at Labor's
national conference this weekend, but is facing a push from the Left to defer any decision
until more stringent safeguards are in place.
Opposition frontbenchers Anthony Albanese and Peter Garrett are leading the charge
to maintain the status quo, saying there is no mandate to increase the number of uranium
mines in Australia.
Mr Albanese will put forward an amendment at the conference, which begins on Friday,
urging the party to consider tougher non-proliferation safeguards and strategies to deal
with nuclear waste, while leaving the issue of new uranium mines for later.
Mr Garrett, who ran for the Senate on a nuclear disarmament platform in the 1980s,
argues that Labor has gone as far as it should on uranium mining.
"It's clear that there's a strong feeling amongst Labor Party members, particularly
amongst the rank and file, and also frankly, amongst the public, that they don't want
to see a change in this policy," he told ABC Radio.
But Mr Rudd believes his proposal will succeed.
"I would expect the conference to support the approach I put forward to them," he told
reporters in Brisbane.
His deputy, Julia Gillard, is confident Mr Rudd will win but concedes it will be a tough fight.
"I believe that Kevin Rudd will prevail in this debate, but I expect it to be a vigorous
debate, and that's appropriate," she told ABC Radio.
Ms Gillard expects the party will fall into line with the leader, whose other main
challenge this weekend will be industrial relations.
"(The) conference will be very much guided by Kevin's view," she said.
Advocates of a change in policy warn that a defeat for Mr Rudd could seriously damage
his leadership and the party's chances at the next election.
But they don't believe those supporting the status quo have any serious chance of getting
their position up.
"This is just about the theatre of the party, they're playing to their constituency,"
one Labor source said.
Another predicted those against an expansion of uranium mining had "not a chance in
hell" of success.
South Australian Premier Mike Rann, who is expected to second Mr Rudd's motion, is
urging members to use common sense and change a policy that clearly hadn't worked.
"I hope that common sense prevails because being in government means making hard decisions
and it means making decisions on fact, not on ideology," he said.
The government is doing its best to capitalise on divisions within Labor.
Resources Minister Ian Macfarlane said Mr Rudd would need to get Western Australia
and Queensland on board if he wanted to claim success at the conference.
"He needs to have a victory whereby Peter Beattie and Alan Carpenter go back to their
states and say we are now open for business, we will begin uranium mining as of today,"
he said.
"If he doesn't achieve that outcome and all we see is a continuation of South Australia
and the Northern Territory mining uranium then the whole weekend will be a farce."
Mr Beattie opposes a change in policy and expects even if Labor backs expanded uranium
mining the states will ultimately have discretion on whether they allow new mines.

Everyone Needs a Friend.
Recently, while comparing notes on the advantages of computer use, we started to discuss old friends. Kevin had recently stumbled upon the home page of a father of one of his childhood friends. Over the last decade, due to distance and circumstance, the two had lost touch. Not wanting to lose this opportunity to touch base with his old crony, Kevin picked up the phone and placed the call. In a futile exercise to pass himself off as the man of the world that he believes himself to be, some synaptic connection misfired between the brain and the mouth as his friend's "Hello" was met with "Hey."
Kevin felt that his voice must have changed since his last conversation with this friend. After all, it had been many years since the two had last conversed. The passing of time, yelling at kids and that ever-present cough from tons of inhaled drywall dust would surely add some color to this greeting.
But there was instant recognition on the other end as Eric answered, "Hey." It was as if they had gone back in time. Old memories came flooding back, as hours were spent reminiscing over "the old days." Kevin's emotions were torn, as melancholy spread over his body in a wave with the realization the two of them would likely not see each other face-to-face for years, if ever. The Internet had been used to slice through time and space, permitting them to relive glory days once more. It was directly responsible for uniting two old friends, now living on opposite coasts. The effects of their shared history and the comforting thoughts of home seemed to, even if temporarily, take years off their lives. The line made famous by "The Wizard of Oz" proved to be as true as ever: "There's no place like home."
As a wise man once said
The existence of a friend with shared history is necessary for your mental health. George Burns made this observation when he was in his late 80s. While he had lived a long life and had riches and fame, he noted that life can be lonely when you find yourself to be the last one alive among your circle of friends. You have nothing in common with almost everyone.
This same lost feeling of isolation can creep into your business life. The feeling of being alone can be frightening. It's good to have a place where you can find a hearing ear or a sounding board to go to while facing job-related issues. Whether you're a contractor with a payroll larger than the operating expenses of most Third World countries, or a sub working solo out of a 1973 Vega hatchback, it's necessary to have a support system.
While scanning the Walls & Ceilings message board recently, we were encouraged to see the wide range of topics being discussed there. There seems to be a hierarchy develop ing. There are the "sages" of the board. These are guys who, if they don't know the answer to a question, will go way above and beyond the call of duty to find answers. Guys like Don C., always being willing to research any and all topics. Don also starts many threads with the issues he introduces. Some of his recent threads are mid-weight mud, priming dry wall, suspended drywall, and this must-read, "The details on wood shrinkage." We thank you for your support, Don.
A recent thread on decorative plaster was a very informative read, even for those of us that are "plaster challenged." Kim R., Jim L. and Wayne E. unselfishly shared helpful tips and valuable links on this subject. We actually had to fight the urge to pick up a hawk and trowel.
We learned what guys really think about stilts. Along with some knee-slapping humor, we were also fascinated at the rev elation by our Canadian brother-in-arms, Doug S., who informed us that the use of the aforementioned is strictly for bidden in Ontario. Kevin has no problem admitting that our neighbors to the north lead the way in the brewing of world class amber liquids (the fact that Bill is Irish dictates strict loyalty to the Guinness family). And while we will be the first to admit that most good hockey players come from there, we question the rationale behind the omission of stilts.
We also are impressed by the willingness of forum members to share information on products, regional pricing for both labor and material and contractual issues. It's good to see guys selflessly sharing knowledge for the greater good of their trade. These guys are genuinely dedicated to the trade itself. Recently, one of the members found himself bidding on a "Cracker-Jack" job. You know, the one that's full of surprises. Feedback from around the country was received. Although most had different views on specifics, the message remained the same, from "We have all been there" to "We're with you, man." While our friend still had to face the challenges this job was going to throw at him, we're sure the support he received from all of his "family" helped him feel not so alone.
Topics such as heating on jobs, different types of mud, priming, bidding jobs, hanging board around surround tubs and showers, vehicles and employee incompetence are discussed daily. Just for the record, no one wants to be responsible for the heating of jobs. The jury is out on what mud is best. The vehicle of choice for finishers seems to be the full-size van, while pickups with racks are what the rockers are leaning toward. USG's First Coat is the primer of choice across the board. As far as bidding jobs goes, it is agreed that too much is still not enough. It is a generally accepted fact that few carpenters out there have a clue, or even care how to frame a tub correctly. As far as employee incompetence ... better grab another beer!
Life's too short
When one member of the community shared his opinion on what the trade does to family life, the response was loud and clear: Do not let the job take over your life! Everyone starts out hoping to set the world on fire, but something has to give. In most cases, it's the family that goes first. Sad but true. Many of us have had to learn the hard way. We hope the thoughts expressed on this particular thread helped some young guy who's just starting out to keep his priorities straight.
Not all of the message board topics are job related. There was a recent entry asking the question, "How do you get red crayon out of a white upholstered chair?" It seems this new father was so tired after coming home from work late, he may have been a bit lax in the supervision of his toddler. Sure enough, an answer came back. We're convinced that the respondent was the voice of experience. By the way, for anyone interested, the answer was "non-flammable dry-cleaning fluid or a mild detergent, applied after most of the crayon is scraped off."
And last, but surely not least, the editorial staff's February Question of the Month: "What are some of your most valuable lessons learned on the job site?" We hope they were amused (and if they weren't, we sure were) by the responses generated. There were a lot of them, and they were ALL good. We, however, were faced with the daunting challenge of choosing for you, our readers, the top 10 list of best lessons. It was tough! After all, we don't have a huge staff like Letterman does. We have also been wrong on many occasions regarding what we consider entertaining. We wanted to print them all but, sadly, there wasn't enough room at the inn. So here goes:
10: If the GC shows up on the job with doughnuts, you're screwed.
9: If your jug of spring water has a yellow tint, don't drink it.
8: Always keep a roll of toilet paper in your work truck.
7: Before starting a mud fight, make sure you are the only one with mud in your pan (preferably 20 minute mud).
6: It's a good idea to shower after spraying texture.
5: Make sure the boom truck knows where the septic tank is.
4: Never expect an architect to take the blame for anything.
3: You'll never fit 10 pounds of guano into a 5-pound bag.
2: Green hair is not an indication of work ethic.
1: Never give your 2-year-old son your drywall hatchet while in Mommy's eyesight.
You really owe it to yourselves to go right to the Walls & Ceilings Web site (www.wconline.com), click on "the bulletin board," and read the story behind how one reader found out how much stronger aluminum balls bats are than wood ones!
As with an award winner at the Oscars, someone will be missed in the thanking department. We at this time would like to thank our mothers, God and the drywall academy along with the entire cast of the W&C message board for sharing their thoughts with the rest of us.
It's increasingly obvious to us that for a lot of you out there, drywall isn't just a job ... it's your life.

UAE: ALCATEL AND ETISALAT TO EXPERIMENT WITH WAP SYSTEM.(Wireless Application Protocol)(Brief Article)
The Emirates Telecommunications Corp. (Etisalat) and France's Alcatel will experiment with Wireless Application Protocol (WAP) systems accessible via an Alcatel general packet radio service (GPRS) This move signifies a major step forward in the companies' mobile Internet telephone service in the UAE. According to Gulf Times, Alcatel will install a full-scale GPRS trial network in which an assortment of high-speed data applications will be tested on selected sites later this year. Alcatel is also providing its open, standards-based Nextenson Internet portal software for the trial. Gulf News reports that the objective of this live network trial is to enable comprehensive experiments with GPRS, data and IP services in real-network conditions, including testing customer acceptance and a new variety of revenue-generating Internet services and applications such as mobile office, Internet access and e-commerce. Industry sources indicate that Wireless Application Protocol will penetrate 60 percent of mobile telephone users in the Middle East in the next three years. Alcatel has been actively involved in the UAE since 1995. In 1998, it was awarded a $26-million contract with Etisalat for the expansion of its GSM network in the Abu Dhabi area. As part of the expansion, Alcatel deployed the full range of its radio solutions, including base station controllers for improved coverage and capacity. Back in 1995, Alcatel won a contract for the delivery of GSM cellular equipment for Abu Dhabi.

In addition, many enterprises have begun to migrate their core enterprise applications from first-generation Web architectures to modern, single-page Web applications powered by the latest AJAX technologies. Enterprises and development firms are increasingly choosing Sencha tools and SDKs because of their ability to deliver faster development times and better user experiences on both the desktop and mobile devices.

Connections Education Teams with Ombudsman Educational Services.
Virtual school operator Connections Education announced it is partnering with alternative education provider Ombudsman Educational Services to help Detroit students who have dropped out of high school earn the credits they need to graduate.
The Company said virtual charter school operator Connections Education is partnering with alternative education provider Ombudsman Educational Services to help students in the Detroit area who have dropped out of high school earn the credits they need to graduate.
The two organizations are creating an alternative, "blended" school called Fusion Academy of Michigan that will combine online learning with face-to-face instruction. Contract terms were not disclosed. Fusion will open this fall with space for 300 students at two learning centers in the Detroit metropolitan area, one in the Conner Creek neighborhood and another near Grandmont-Rosedale.
According to a release, because many students need a schedule due to work or family responsibilities, Fusion Academy of Michigan will offer three daily school sessions at each of its Detroit locations. Each session will be four and one-half hours long, supplemented by additional remote coursework. Students who are under the age of 20 as of August 31 and are identified in the Michigan Student Data System as having withdrawn from school before completing 12th grade are eligible to attend. Tuition is free.
The Fusion Academy of Michigan combines Connections Education's curriculum and technology with Ombudsman's face-to-face instruction for students who would benefit from a more structured environment or may not have Internet access at home. This blended learning model offers an online curriculum aligned to state standards, and personal support and small group instruction led by highly qualified, certified Michigan teachers.
Connections Education and Ombudsman are accredited by AdvancEd, the international organization that accredits public and private schools. Connections Education's Connections Academy public school division was recently awarded with the United States Distance Learning Association's 21st Century Award for Best Practices in Distance Learning for pre K-12 programs.
"Students living in the Detroit area who have left school have a new option to earn their high school diploma through our accredited program," said Steven Guttentag, Chief Education Officer of Connections Education and President of Connections Learning. "We are proud to partner with Ombudsman, a leader in center-based alternative education, to offer our proven online courses together with Ombudsman's high-quality, in-person instruction."
"This program will give students who have dropped out of school an alternate route to a high school diploma," said Mark Claypool, Ombudsman president and CEO. "Fusion Academy of Michigan's blended learning model offers young people who have dropped out of school the ability to re-enroll, earn their high school diploma and transition to a path toward their post-secondary academic and career goals."
At Fusion, the Company noted that students who need to repeat a course can recover credits more quickly or be on an accelerated path to graduation because the program is mastery-based, meaning students can advance as they demonstrate proficiency in the subject.
Connections Education offers online schooling solutions for students in grades K through 12. In the 2011-12 school year it plans to operate tuition-free online Connections Academy school programs in 22 states, including Michigan, and the National Connections Academy private school in all 50 states and outside the U.S.
Ombudsman Educational Services partners with more than 120 school districts in nearly 20 states to provide alternative programs for students who have dropped out of school and nontraditional learners who prefer a smaller class size and personalized instruction, require a schedule to meet family or work commitments, or wish to recover credits to graduate.

Reports Outline Law Reviews Study Results from University of Iowa.
"On November 12, 2008, the Tenth Circuit held in Hernandez-Carrera v. Carlson that certain classes of aliens may be indefinitely detained following a final order of removal. At issue in the case were competing statutory interpretations of the Immigration and Nationality Act (''INA'') by the United States," researchers in Iowa City, United States report (see also Law Reviews).
"Supreme Court and the Department of Homeland Security (''DHS'',). The Tenth Circuit held that the DHS interpretation of the INA's post-removal-period-detention provision should be granted judicial deference pursuant to the Supreme Court's holdings in Chevron USA, Inc. v. National Resources Defense Council, Inc. and National Cable & Telecommunications Ass'n v. Brand X Internet Services. The Tenth Circuit's resolution of the conflict between the Supreme Court's prior interpretation of the INA and DHS's subsequent and contrary interpretation conflicted with prior decisions by the Fifth and Ninth Circuits. This Note concludes that the Tenth Circuit's resolution improperly relied on Brand X and argues that the Supreme Court's interpretation of the INA overruled any prior or subsequent agency interpretations," wrote B.L. Phillips and colleagues, University of Iowa.
The researchers concluded: "In addition, this Note provides three factors for courts to consider when determining whether to apply Brand X to Supreme Court precedent: (1) whether the statute was intended to limit agency action; (2) whether the statute inherently involves, or could potentially lead to, significant constitutional issues; and (3) whether the judicial interpretation intended to foreclose alternative agency interpretations."
Phillips and colleagues published their study in Iowa Law Review (Questioning the Supremacy of the Supreme Court: Hernandez-Carrera v. Carlson and the Tenth Circuit's Justification for Indefinite Detention Under the Brand X Framework. Iowa Law Review, 2011;96(3):1099-1123).

Tuning in; Radio and the internet.
Someone still loves you
An old medium gets its digital act together
IT IS not as rich as television, nor as politically powerful as newspapers. But when it comes to the big challenge facing media--how to deal with the internet and technological change--radio is proving bolder than its peers. A groundbreaking online service launched quietly on March 31st is growing quickly, both in content and sophistication.
Radioplayer is both a website in its own right and a pop-up player embedded in stations' sites. It allows users to listen both to live radio and to archived programmes. The BBC's radio stations and most big commercial outfits are on it (an impressive achievement in itself, given the catfights that tend to break out between the BBC and commercial media). Michael Hill, who runs the service, expects hundreds of smaller ad-supported and community radio stations to join in the next few weeks.
At present most people still listen to old-fashioned AM / FM radios. Digital radios, which are easier to tune and have more stations, have sold surprisingly slowly. And internet radio seems to be stuck in a niche. Just 3% of live radio listening is via the internet, though the share is more than 5% for youth-oriented stations such as Kiss.
Online and, increasingly, on mobile phones, there is fierce competition from music-streaming services such as Last.fm, Spotify and we7, which allow users to assemble their own playlists. Many young people find these more compelling than radio. Using data from RAJAR, a ratings agency, Enders Analysis calculates that the average 15- to 24-year-old radio listener tunes in for almost 20% fewer minutes now than five years ago. As a result, advertising has drifted. Commercial radio brought in [pounds sterling]139m in the fourth quarter of 2010, down from [pounds sterling]160m in the same period ten years earlier.
Live radio has some inherent advantages over internet music-streaming services. Presenters and phone-ins humanise it, conveying "a sense that you are not alone in the world", says Steve Parkinson of Bauer Media, which runs Kiss and Magic. Radio also helps people discover new music. Its big disadvantage is that it cannot be searched easily. Radioplayer introduces a search function, albeit a rudimentary one.
Bringing together lots of radio stations in a single online player should speed technological progress. Tim Davie, head of audio and music at the BBC, points out that Radioplayer sharpens competition not only over programming but also over search data and algorithms. Stations will compete to ensure that searches lead to their programmes (at the moment the BBC appears to be ahead in this respect). That ought to improve internet radio as a whole. Spotify, here they come.
Mobile Location-Based Services Market to exceed $12bn by 2014 driven by Increased Apps Store Usage, Smartphone Adoption and New Hybrid Positioning Technologies, According to Juniper Research.(Report)
The combination of smartphone proliferation, a surge in application storefront launches and new developments in hybrid positioning technologies are expected to help drive revenues from mobile location-based services (MLBS) to more than $12.7 billion by 2014, according to a new report from Juniper Research.
The Mobile Location Based Services report found that while MLBS had experienced in number of false dawns over the 2000-2007 period, improvements in handset user interfaces - exemplified by the iPhone - together with easier consumer access to an array of app distribution channels had led to greater interest from service providers in providing MLBS applications. In addition, growth was being further facilitated by the deployment of high capacity network infrastructure and attendant increases in mobile Internet adoption, providing greater opportunities for browser-based services.
Furthermore, the Juniper report noted that advertising was likely to form an increasing share of MLBS-related revenues over the next five years. According to report co-author Dr Windsor Holden, "Location-based applications are extremely interesting for brands and retailers in that they allow those companies to direct consumers to outlets in their vicinity while simultaneously providing information about the products on offer. When these are allied to measures such as mobile coupons and vouchers, you have the combination of information and financial incentive which can be compelling for consumers."

(TSE: 4751), a Tokyo-based leader in Internet media markets, has announced that at the board of directors' meeting held November 17, for the purpose of ensuring and enhancing our corporate value and, in turn the common interests of our shareholders, the Company decided to introduce a plan for countermeasures to large-scale acquisitions of our shares (hereinafter called the "Plan"), subject to the approval of the ordinary general meeting of shareholders on December 20, 2006 regarding the 9th business term (hereinafter called the "Ordinary General Meeting of Shareholders").
1. Efforts to enhance the our corporate value and the common interests of our shareholders
Since our founding in 1998, we have been expanding our business in the field of the Internet with the vision of "creating a company that is a hallmark of the 21st Century", and have been aiming to maximize our corporate value with this new industry.
Under such principles, we have continually been creating new values while providing comprehensive Internet services revolving around the "Internet Media Business", "Internet Advertising Agency Business", and the "Investment Development Business". One of our characteristics is that we have a business model that establishes common ground between the users (domestic users / customers) and the advertisers, and we have a keen awareness of the demands of both the users and the advertisers even in the Internet industry that is continually showing drastic growth, while continuing to always create new business segments with a speed that can be found only in our company, where younger members / employees are the pillar of business promotion. This business model and speed in management is exactly what gives us the strength to succeed through the fierce competition in the Internet industry.
We will continue to promote measures aimed at the maximization of profits such as the active promotion of the expansion of services such as the further development of the Internet Media Business centering on the Blog Media "Ameba", sales increases in Internet Advertising, and E-commerce. We provide appealing Internet services to users by creating new business segments through younger members / employees based on our experience in the abundant and diverse Internet business. In addition, we will make efforts in the ensuring of stable profits and further growth by applying the brand value that is produced by the above as well as the trust that we gain from the users and advertisers.
While the Internet industry continues to expand, we will focus on the development of our media services, actively work on the improving of our brand strength, the enhancing of productivity, and in the strengthening of the development of human resources, and work together for a further expansion of our business and the establishment of a highly profitable business entity.
2. Purpose of introducing the Plan - for ensuring and enhancing the corporate value of our company and the common interests of our shareholders
The Plan has been introduced to prevent the tarnishing of our know-how in the Internet business, human resources centering on younger members / employees, our corporate culture, the many users who are registered with our media services, our good contents, our brand value, and the source of our corporate value and trust that we have gained from our users and advertisers that we have built on since our founding through activities such as the large-scale purchasing of our shares mentioned below, which go against our corporate value and common interests of our shareholders, as well as for ensuring and enhancing our corporate value and the common interests of our shareholders.
With factors such as consolidations in the new legal system and changes, etc. in the corporate structure and corporate culture, the unilateral large-scale purchasing of shares that is forced without the approval of the managers of the target company with the shares that are being purchased is on the rise.
We are not completely against activities such as the large-scale purchasing of our shares, as long as they contribute to our corporate value and the common interests of our shareholders. Furthermore, we feel that decisions made on acquisition offers that accompany the transfers of control in joint-stock corporations must ultimately be based on the collective will of the shareholders.
However, there are many large-scale purchases of shares that do not contribute to the target company's corporate value and common interests of the shareholders, such as those which clearly violate the corporate value and common interests of the shareholders when considering their goals, those which may virtually force shareholders to sell their shares, those which do not provide sufficient time, information, etc. for members of the target company such as those in the board of directors and the shareholders to discuss activities such as the large-scale purchasing of shares or for the board of directors of the target company to propose alternatives, and those which require negotiations with the subsidizer for producing conditions that are more beneficial than those which have been indicated by the subsidizer.
Particularly, it is important for us to continue providing appealing Internet services by creating new services through younger members / employees based on our experience in the abundant Internet business as mentioned above, to apply our brand value and trust that is gained from those such as the users and advertisers, and to maximize our medium- and long-term corporate value and common interests of our shareholders in order to persistently ensure and enhance our corporate value in the fierce competition of the Internet industry. If the party who was conducting activities such as the large-scale purchasing of our shares cannot understand the source of our corporate value that we have built on up to now while ensuring and enhancing it on a medium- and long-term basis, the managerial goals mentioned above would naturally be difficult to reach and our corporate value thus the common interests of our shareholders will be tarnished.
Furthermore, when we receive proposals for transactions such as large-scale purchasing from a subsidizer, who is an outsider, it becomes necessary for us to consider the effects that the said large-scale purchasing, etc. would have on our corporate value and common interests of our shareholders upon the shareholders having a firm grasp on our managerial resources, the potential impact of the measures that take into consideration our future, the synergy effects due to business fields and human networks, and other items that make up our corporate value.
In view of these circumstances, our board of directors has decided that a framework for deterring transactions that violate our corporate value and common interests of our shareholders such as large-scale purchasing by making the proposing of alternatives to the shareholders, the ensuring of resources such as sufficient information and time for deciding whether or not a transaction such as large-scale purchasing should be agreed on, the conducting of negotiations for the shareholders, etc. possible when transactions such as the large-scale purchasing of our stocks are conducted should be made.
Because of the reasons above, our board of directors has decided to introduce the Plan, subject to the approval of the shareholders at the Ordinary General Meeting of Shareholders.
At the moment, we are not faced with any threats of being bought out such as the ones specifically mentioned above. Information on our major shareholders as of September 30, 2006 is as shown in the attached "Outline of Our Shares Holdings". Based on activities such as the recent share-splitting with our company, the ratio of shareholders mostly comprised of individuals who hold only a small amount of shares has gone up due to our efforts in the increase of individual shareholders.
